My step-father was in construction building houses when I was a kid. He'd bring home the huge appliance boxes for us to play with/in/on!
When the box as a house wore out, we'd open it up all the way and turn it into a summer-time sled, sliding on the box from our house down the big grassy hill to my step-grandparents house.

It seems that the best toy to get a cat is a box. It is an unwritten rule in our house that every box MUST be inspected and slept in:)
